The West African Postal Conference is the regional intergovernmental body harmonising postal policy, standards, and digital transformation across 15 member states under ECOWAS.

What is WAPCO?

The West African Postal Conference (WAPCO) β€” also known as the ConfΓ©rence Postale de l'Afrique de l'Ouest (CPEAO) β€” is a regional intergovernmental organisation established under the auspices of the Economic Community of West African States (ECOWAS).

Founded in 2012 and headquartered in Abuja, Nigeria, WAPCO's primary mission is to harmonise and integrate the postal sector across West Africa, enabling seamless cross-border mail flows, e-commerce facilitation, and financial inclusion through postal services.

WAPCO serves as the regional representative body to the Universal Postal Union (UPU), ensuring that West African interests are represented at the global level while aligning regional practices with international standards.

WAPCO Formally Established
15 ECOWAS member states sign the constitutive act in Cotonou, BΓ©nin, formally establishing the West African Postal Conference as the region's intergovernmental postal body.
2013 β€” Secretariat
Secretariat Operational in Abuja
The Permanent Secretariat is established in Abuja, Nigeria, with core staff appointed and initial operating procedures formalised under the founding Council's mandate.
2014 β€” First Council
Inaugural Ministerial Council Session
The first Council of Ministers adopts the inaugural set of regional resolutions on tariff harmonisation, quality-of-service standards, and cross-border mail exchange protocols.
2018 β€” Heritage
ECOWAS Regional Postage Stamp
WAPCO launches the region's first joint commemorative postage stamp, simultaneously issued across all 15 member states β€” a landmark of regional identity and postal culture.
2020 β€” Digital
Regional Digital Transformation Roadmap
WAPCO publishes its first Digital Transformation Framework, guiding member postal operators through e-service adoption, infrastructure modernisation, and interoperable digital systems.
2023 β€” Inclusion
Postal Financial Inclusion Programme
Launched in partnership with 12 member states, the Programme leverages over 4,000 rural post offices to deliver mobile banking, micro-insurance, and diaspora remittance services.
2026 β€” Strategy
Strategic Plan 2026–2030 Adopted
The most ambitious five-year plan in WAPCO's history is unanimously adopted β€” covering green logistics, digital sovereignty, e-commerce frameworks, and universal service delivery targets.
