The Council of Ministers

The supreme decision-making body of WAPCO, composed of postal ministers or their designated delegates from all 15 member states. Meets annually to set the strategic direction for regional postal development.

Role & Authority

Council of Ministers

The Council of Ministers is the highest authority within WAPCO. It is composed of the Ministers responsible for postal affairs — or their duly accredited delegates — from each of the 15 member states.

The Council meets in ordinary session once per year, hosted on a rotating basis among member states. Extraordinary sessions may be convened by the Chairperson or at the request of at least two-thirds of member states.

All resolutions require a two-thirds supermajority to pass. Council decisions are binding on all member states and are implemented through the Secretariat and each nation's designated postal operator.
