The Council of Ministers
The supreme decision-making body of WAPCO, composed of postal ministers or their designated delegates from all 15 member states. Meets annually to set the strategic direction for regional postal development.
Council of Ministers
The Council of Ministers is the highest authority within WAPCO. It is composed of the Ministers responsible for postal affairs β or their duly accredited delegates β from each of the 15 member states.
The Council meets in ordinary session once per year, hosted on a rotating basis among member states. Extraordinary sessions may be convened by the Chairperson or at the request of at least two-thirds of member states.
All resolutions require a two-thirds supermajority to pass. Council decisions are binding on all member states and are implemented through the Secretariat and each nation's designated postal operator.
15 Member State Delegations
Each member state is represented by its Minister of Posts & Telecommunications or a duly designated delegate of equivalent rank.
