WAPCO Strategic Plan 2026–2030 Officially Launched

The Council of Ministers formally adopted and launched the WAPCO Strategic Plan 2026–2030 at an extraordinary session in Abuja, Nigeria. The plan — the most comprehensive in the organisation's history — outlines five key pillars: digital transformation, financial inclusion, green logistics, e-commerce harmonisation, and universal service. Directors-General from all 15 member states were present for the historic signing ceremony.

Council Decision January 2026

Resolution WAPCO/C/RES/2026/003 — Regional E-Commerce Framework Adopted

The Council of Ministers unanimously adopted Resolution WAPCO/C/RES/2026/003, establishing a harmonised cross-border e-commerce postal protocol across all 15 member states. The resolution introduces standardised customs declarations, unified track-and-trace requirements, and agreed service-level timelines for intra-regional e-commerce parcels — a critical step in positioning West Africa for the digital economy.

WAPCO and UPU Renew Technical Cooperation Agreement

WAPCO and the Universal Postal Union (UPU) signed a renewed Memorandum of Understanding in Bern, Switzerland, expanding the scope of technical assistance available to West African member postal administrations. The MoU covers expanded capacity building, shared data platforms, joint quality-of-service monitoring, and priority access to UPU's developing country postal training programmes.

Regional Capacity Building Workshop — Dakar 2026

Over 180 senior postal officials from 13 member states participated in the 2026 WAPCO Annual Capacity Building Workshop held in Dakar, Senegal. The four-day programme covered digital postal transformation, customs coordination procedures, e-commerce logistics, and financial inclusion delivery models. The workshop concluded with the adoption of a joint implementation communiqué signed by all attending delegations.

Programme Update December 2025

Postal Financial Inclusion Programme Reaches 2 Million Citizens

WAPCO's Postal Financial Inclusion Programme reached a milestone of 2 million first-time banking customers served through post office networks across 12 member states. The programme, operational since 2023, uses existing post office infrastructure to deliver mobile savings accounts, diaspora remittance services, and micro-insurance products in areas where traditional banks have no presence.

Upcoming Event June 2026

WAPCO Annual Council Session 2026 — Accra, Ghana

The 2026 Annual Council of Ministers Session will be held in Accra, Ghana, hosted by Ghana Post. Member state delegations will review progress on the 2026–2030 Strategic Plan, consider new resolutions on digital stamp technology and postal address standardisation, and elect the next Director-General of the Secretariat. Accreditation is open to diplomatic missions and accredited media organisations.
